onald Trump’s former campaign chairman, Paul Manafort, and Manafort’s longtime business associate Rick Gates turned themselves over to authorities Monday morning after being indicted on 12 counts: conspiracy against the United States, conspiracy to launder money, failure to register as a foreign agent, false and misleading statements related to that registration, false statements, and seven counts of improper foreign banking and financial reporting. The arrests mark a dramatic escalation in the ongoing Justice Department investigation into Russian interference in the 2016 election, which is being led by former F.B.I. director Robert Mueller.

“Between at least 2006 and 2015, Manafort and Gates acted as unregistered agents of the Government of Ukraine, the Party of Regions,” the indictment reads. They “generated tens of millions of dollars in income as a result of their Ukraine work. In order to hide Ukraine payments from United States authorities, from approximately 2006 through 2016, Manafort and Gates laundered the money through scores of United States and foreign corporations, partnerships, and bank accounts,” and allegedly evaded taxes on the unreported income.

“In total, more than $75 [million] flowed through the offshore accounts,” the indictment continues. Manafort “laundered more than $18 [million], which was used by him to buy property, goods, and services in the United States, income that he concealed from the United States Treasury, the Department of Justice, and others.” Manafort and Gates could face decades in prison if convicted on all 12 counts. According to an analysis by the Associated Press, Manafort could be imprisoned for up to 80 years; Gates is facing as many as 70 years.

While the charges do not appear to be connected to Russian collusion, as special counsel, Mueller has a broad mandate to prosecute any criminal activity stemming from his investigation. Manafort, who was forced to resign from the Trump campaign in August 2016 amid allegations of financial impropriety in Ukraine, has also been tied to Russian oligarch Oleg Deripaska, a billionaire with close ties to the Kremlin. As NBC News reported earlier this month, companies connected to Deripaska loaned millions of dollars to entities linked to Manafort and registered in Cyprus—an arrangement that alarmed money-laundering experts. A spokesperson for Manafort said at the time that Manafort “did not collude with the Russian government.”

It quickly became evident that Mueller’s investigation would zero in on Manafort, with the special prosecutor engaging in a series of drastic tactics against the former Trump campaign chairman, such as raiding his Virginia home in July and reportedly warning him that an indictment was imminent. Last week, The Wall Street Journal reported that Mueller’s investigative team was working in conjunction with the U.S. Attorney’s Office for the Southern District of New York to determine whether Manafort was involved in a money-laundering scheme, and in August, Politico reported that Mueller had teamed up with New York Attorney General Eric Schneiderman, who was separately investigating Manafort.

The larger question remains what else Manafort might know about other Trump associates, or about Donald Trump himself, that he might be willing to trade with federal prosecutors. As the Daily Beast reported last year, Manafort continued to advise Trump after he was ousted, while Gates reportedly continued to work on the Trump campaign and even on the president’s inaugural committee. (Spokespeople for Gates and Manafort did not immediately respond to the Times’ request for comment, and Mueller’s office did not immediately offer comment.

While the president tweeted Monday morning, in the wake of the indictments, “there is NO COLLUSION!”, the full scope of Mueller’s work is just beginning to come into focus. Hours later, the Justice Department revealed that George Papadopoulos, who served as a foreign policy adviser on the Trump campaign, had pleaded guilty to making false statements to the F.B.I. about his extensive communications with Russian officials to coordinate with the Kremlin—efforts that he said were approved by a senior campaign supervisor. After he was arrested, in July, Papdopoulos began cooperating with the U.S. government “on numerous occasions to to provide information and answer questions.”
According to a previously sealed case file, the former Trump adviser admitted to lying to authorities and reached a plea deal with federal prosecutors on October 5. He told F.B.I. investigators that he met with individuals tied to the Russian government in March 2016 and the focus of their discussion was “to arrange a meeting between us and the Russian leadership to discuss U.S.-Russia ties under President Trump.” He said he was promised “dirt” on Hillary Clinton including “thousands of e-mails.”
